[Python-modules-team] Bug#796767: pywavelets: new upstream release v0.3.0

Dear Maintainer,

Please consider updating the upstream version of the package to the latest 
v0.3.0, which has been recently released.

The source repository has changed and is now hosted at:
https://github.com/PyWavelets/pywt

Amongst the list of changes, one of the top highlights is Python 3 support.

The package is also an optional installation dependency to pyoperators, 
which is currently maintained by the Debian science team. Packaging 
pywavelets v0.3.0 would allow me to provide the extra functionality of 
pyoperators for both Python 2 and Python 3.

In case this package is no longer actively maintained, I would be happy to 
take over and hand the maintenance over to Debian science alongside 
pyoperators.
