[Python-modules-team] Bug#803492: libqt5scintilla2-dev uninstallable after breaks/replaces fix

libqt5scintilla2-dev 2.9.1+dfsg-2, as currently in testing, is
uninstallable; it can't be installed without libqt5scintilla2-12v5 (for
its versioned dependency), neither with (due to breaks).

i tried to look up which case of [1] best describes the situation, but i
couldn't precisely decide it because the file this was all about
(/usr/lib/x86_64-linux-gnu/qt5/mkspecs/features/qscintilla2.prf) shows
up both in libqt5scintilla2-12v5_2.9.1+dfsg-2_amd64.deb and in
libqt5scintilla2-dev_2.9.1+dfsg-2_amd64.deb .
