I stumbled over an FTBFS in a package depending on python3-numpy. I've added
only python3-numpy to its build-dependencies and the build failed with:

> dh_numpy3: cannot read version data: No such file or directory
> debian/rules:34: recipe for target 'override_dh_python3' failed

Reading the source, dh_numpy3 tries to read /usr/share/numpy/versions, which
is only provided by python-numpy and there is no dependency on this package.
IMO python3-numpy should be able to operate without python-numpy, so dh_numpy3
probably needs to read a different file shipped with python3-numpy(?).
