The manpages issue is not related.

python-requests depends on python-urllib3 (<< 1.16.1), so it needs to be
updated to be co-installable with the new python-urllib3.

This happened with todays upload of requests (2.12.3-1), which didn't
close the related bugreports (#848043 & #848070)
