The -dev packages are only needed for compiling Python extensions.  They 
aren't needed for normal Python modules/applications.  Since we use the -dev 
package being in build-depends for tracking python3 transitions (see [1] for 
the current example), extra build-depends on the -dev packages are an unneeded 
complication.
