Hi,

I was trying to backport celery to jessie, and the build fails thus:

Searching for billiard>=3.3.0.21,<3.4

error: Could not find suitable distribution for Requirement.parse('billiard>=3.3.0.21,<3.4')
E: pybuild pybuild:256: test: plugin custom failed with: exit code=1: python2.7 setup.py test

The problem being that jessie has python-billiard 3.3.0.18-2. So the
build-dependency should have versioning information (>=3.3.0.21
<<3.4).
