[Python-modules-team] Bug#811368: Illegal instruction on MIPS

On MIPS, scipy stops with an illegal instruction when running the
build time tests for python-astropy , causing an FTBFS there [1].
I could trace this down to the "cephes_igam" function. The Bug is
reproducible by issuing the gammaincinv function:
$ python
Python 2.7.11 (default, Jan 11 2016, 21:04:40)
[GCC 5.3.1 20160101] on linux2
Type "help", "copyright", "credits" or "license" for more information.
>>> from scipy.special import gammaincinv
>>> gammaincinv(2,0.5)
Illegal instruction (core dumped)
Looking into the core dump, I got
Program terminated with signal SIGILL, Illegal instruction.
