python-pyrrd does not support python3.

Upstream has an issue_ for that, but there have been no commits on the
project for quite some time.

I'm opening this bug to track this from the debian side.

Up to now I've contacted upstream to hear if he's still interested in
the package, with the idea possibly to provide patches / PRs.
