In Ubuntu Matthias disabled this assert on armhf and ppc64el to work
around the same test failure:
https://patches.ubuntu.com/p/python-traits/python-traits_4.5.0-1ubuntu2.patch
It might make sense that a maintainer reports this to upstream?
