There is a circular dependency between python-pyvisa and python-pyvisa-py:

python-pyvisa 	:Depends: python-pyvisa-py
python-pyvisa-py 	:Depends: python-pyvisa

(and the same for python3-pyvisa/python3-pyvisa-py
