[Python-modules-team] Bug#837254: @pytest.skip outside test gives error

Since it still fails to build with the pytest version which fixed the issues
with the decoractor, this seems to be a bug in python-llfuse instead and I
incorrectly merged the "FTBFS with pytest 3.0.0" bug with the other ones.

Hence I'm reassigning this issue back to python-llfuse.
