Could you please elaborate on this statement a little more?

In what regard is python3-taglib unusable by not being the latest upstream version?
Did the API of taglib change recently so that the binding for Python no longer work?

Please be aware that a package not being the latest upstream version does not automatically
warrant a bug report with severity 'grave'. Furthermore, this particular bug adds to the
list of RC bugs to be resolved for Stretch.

If there are no actual problems which result from the package being outdated, the severity
should be downgraded to 'normal' or 'wishlist'.
