This is, of course, a privacy and availability problem.
It could also be a financial problem, in some circumstances.


I am currently on a train with no internet access.  I have the package
python-scipy-doc installed.  I instructed my web browser to visit
  file:///usr/share/doc/python-scipy-doc/html/genindex.html
and observed an inordinate delay before the page was displayed.

Checking my web proxy logs revealed this
  1503846409.435  91229 127.0.0.1 TCP_MISS/503 4144 GET http://fonts.googleapis.com/css? - DEFAULT_PARENT/172.31.80.8 text/html
