This is, of course, a privacy and availability problem.
It could also be a financial problem, in some circumstances.

I am currently on a train with no internet access.  I have the package
python-scipy-doc installed.  I instructed my web browser to visit
and observed an inordinate delay before the page was displayed.

Checking my web proxy logs revealed this
