[Python-modules-team] Bug#885935: python-pysodium depends on cruft package libsodium18

libsodium18 has been replaced by libsodium23, python-pysodium and python3-pysodium still depends on libsodium18.

I have not checked whether a simple no-change rebuild and upload is all that is needed or if further changes are required but either way since the package is arch all a sourceful upload is needed.
