There are actually several schools of thought about that :-). One of
them says that when the reason for the bug changes, we need another
bug report. I do not always agree with that [*], so if it's ok for you
to recycle this bug (because of the observed effect), it's also ok for
me.

[*] For example, for bugs of type "FTBFS with dpkg-buildpackage -A",
I usually reopen when the package still FTBFS with dpkg-buildpackage -A
after an incomplete fix, because at least in this case I was reporting
the "end effect" and not the cause.
