That's correct. python3-virtualenv is just the library. Install the
`virtualenv` package to get the /usr/bin script.
% apt-file search /usr/bin/virtualenv
virtualenv: /usr/bin/virtualenv
virtualenv-clone: /usr/bin/virtualenv-clone
