[Python-modules-team] Bug#862737: depends on 'typing' module but its not in jessie-backports

ruamel.yaml requires the 'typing' module, which is included in python
starting with version 3.5.  There is a package already that converts
3.5's 'typing' into a python2 module.  That just needs to be ported to
the python 3.4 that is in jessie.
