I note that linaro_django_xmlrpc is towards the end of
INSTALLED_APPS. Maybe it did not get loaded?

Maybe it stopped loading apps the moment it detects a bad dependancy?

After looking at the code, this doesn't exactly make sense, but maybe
something here might help regardless.
