Upgrading python-django from stretch to buster with openstack-dashboard
installed causes trigger processing in openstack-dashboard to fail
(#867254).

Please add a

    Breaks: openstack-dashboard (<< 3:12)

to ensure openstack-dashboard gets removed/deconfigured/upgraded first.
The version in experimental (3:12.x) is supposed to work with the newer
python-django.
