[Python-modules-team] Bug#915833: please follow Python policy guidelines and rename binary package name to python3-pytz

Hi,

Debian Python Policy suggests using module name for binary package
names, please follow this advice as it's very helpful
(I just spent over a minute trying to fugure out why `import tz` doesn't
work even though I installed python3-tz)

PS yeah, I hate module names with "py" prefix as well
