pythonqt dependencies are broken, it builds for the default python only
but doesn't have appropriate dependencies.
One result of this bug is that now a 3.7-only pythonqt is in testing
where 3.6 is still the default.
Note that this is not "fixed" when 3.7 becomes default in testing,
this requires a proper fix.
