[Python-modules-team] Bug#912410: python-igraph's tests fail with Python 3.7

Hello.

The attached patch removes the failing tests.

Applying it would reduce the severity of this bug to normal and allow
the package to migrate to testing.

Some unrelated suggestions are also attached.
