 Now I'm trying to update debian-policy package, and got same error.

 The reason why I got this is I used "sphinx-build -b html", instead of
 broken "sphinx-build -M html". -b option works correctly, and now I got
 error.

 It's debian/rules file is very simple

 Could you give me a suggestion, please?
