The error message you posted seems pretty explicit: it seems you're
missing some configuration apparently:

django.core.exceptions.ImproperlyConfigured: Requested setting
DEFAULT_INDEX_TABLESPACE, but settings are not configured. You must
either define the environment variable DJANGO_SETTINGS_MODULE or call
settings.configure() before accessing settings.

The mentioned tutorial is used in our autopkgtests too for the
upcoming version:

You must understand that this is is a django module, it's not
something to use outside of a properly configured django application.
