[Python-modules-team] Bug#912117: to_dict failure

Hey Adrian/all, upstream maintainer here, just wanted to say this is on my
radar. TL;DR Python 3.7 semi-quietly (as part of a separate bugfix) changed
the dict constructor behavior when passed another dict. Tracking it here:
