[Python-modules-team] Bug#862072: Should python3-virtualenv depend on virtualenv?

Hello,

I was just bitten by this, too, and was about to file a bug on python3-virtualenv
that it should depend on virtualenv.

Or, if there is a reason to not outright depend on it (I'd be curious to learn
about it),
python3-virtualenv should recommend virtualenv.
