The report above appears to reference
.local/jupyter/kernels/python3/kernel.json , which would be a user-local
kernel file not installed by the package.

If the kernel file is wrong, I don't think this is a bug in
jupyter-notebook. If the system-installed kernel file
/usr/share/jupyter/kernels/python3/kernel.json refers to python[2], that
would be a bug in python3-ipykernel
