hppa, riscv64, sparc64 are hanging on the same built-time test,
stopping at test_nan_inputs[iv]:

Since the failing test is the same on each architrecture, it suggests
this might be a scipy bug which is fixable.

Upstream has acknowledged it in Issue#10656, hopefully they'll have a
fix soon.
