[Python-modules-team] Bug#943763: python3-jaraco.itertools, python3-jaraco.functools: both ship /usr/lib/python3/dist-packages/jaraco/__init__.py

I've added a patch to functools to turn it into a namespace package,
thus avoiding the filename conflict. Going by __init__.py that seems to
have been intended upstream as well, but setup.py was missing some
statements to actually make it work that way.

Haven't touched itertools for now, although it probably wouldn't hurt
to update it to the latest upstream version and apply a similar
namespace fix.
