[Python-modules-team] Bug#944656: please update to pygame 1.9.6, compatible with python 3.8

pygame has test failures when run with python3.8, forwarded this to
https://github.com/pygame/pygame/issues/1499
and was told to update to 1.9.6.

However, I couldn't find any information how to create the debian specific .orig
tarball. Please could you update to 1.9.6 and document how these tarballs
differe from the upstream ones?
