[Python-modules-team] virtualenv package breaks installation.

Hello. I`m using virtualenv as dependency for my project, and sometimes
installation breaks.
It is not critical, but annoying.

dpkg: dependency problems prevent configuration of virtualenv:
virtualenv depends on python3-virtualenv; however:
 Package python3-virtualenv is not configured yet.

dpkg: error processing package virtualenv (--configure):
dependency problems - leaving unconfigured

Probably it can be solved by moving python3-virtualenv from "Dependencies"
section to "Pre-Dependencies".
