[Python-modules-team] Bug#942794: scipy ftbfs trying to build the docs with python3.8

with both 3.7 and 3.8 as supported py3 versions, the docs ftbfs, apparently 
scipy isn't yet ready for 3.8? Otoh it builds itself, just not the docs.

So this is a work around to build the docs with 3.7, not 3.8.  IMO you shouldn't 
add both builddirs to the path when building the documentation.
