rgain is no longer maintained upstream and has not been ported to python3.
There is a fork with python3 support, which I'm monitoring in the hope
that it will become a suitable replacement; but uploading that will
require a trip through NEW anyway, and python-rgain in unstable is the
same version as in buster, so there seems little benefit in keeping the
old python-rgain.
