[Python-modules-team] Bug#955750: python3-pgspecial: please update to new upstream release

Dear Maintainers,

It would be really cool if you could find the time to update pgspecial
to the latest upstream release. In particular I'm interested in
resolving this issue:
https://github.com/dbcli/pgcli/issues/1130
