Yes.

Of course, but an admin of the source project can simply delete it. In
any case, it's moot point, since the projects in question have already
been migrated.
Requiring an "administrator" to get involved in order to move a package
from one maintainer to another is the sort of thing that gets people
muttering about the "Debian cabal" again...
