[Python-modules-team] Bug#960002: kombu: Unneeded dependency on python3-funcsigs

Dear Maintainer,

Please drop the build-depends on python3-funcsigs.

It appears to be left over from older versions; the string "funcsigs"
now only appears in d/control and d/changelog, and since it's a backport
of a stdlib feature from python 3.3 it really should be unneeded.

This is a blocker for dropping the package, #937769
