This would be reversing the recent recommendation to
call `python3 -m sphinx` in preference to `sphinx-build` (e.g. in
<https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=945452> and
<https://wiki.debian.org/Python/LibraryStyleGuide>). I don't
fully understand what the reason for that recommendation was; does it
still apply?
