   * What led up to the situation?

$ jupyter qtconsole

   * What was the outcome of this action?

a window sized 200x512 pixels, with the following top menu entries shown:
"File", "Edit", "View", "»"

   * What outcome did you expect instead?

a window with a larger horizontal size, I'd say 800x512 at least.
