because python3-cryptography is now at version 3.1-1 .

In testing the dependency is strictly-speaking satisfiable because testing has version 3.0-1 of
python3-cryptography and per Debian version number comparision rules 3.0-1 << 3.0.0, however it seems
unlikely that this was what was intended by the person writing the dependency.
