I recently became aware that at least one package on PyPI requires a
system copy of the 3.x series of transmissionrpc.  Options seem to be:
1. patch the Debian-specific copy to declare that it's compatible, or
2. to switch to the fork.

The fork drops Helical, but this can be added to the Debian source if we
want to maintain it (it seems that upstream does not want to).

I've started work to switch our package to use the fork, but can set
that work aside if someone would like to volunteer to maintain a
Debian-specific fork of transmissionrpc that retains compatibility with
Trim21's fork.  I chose start to start on this work because generally we
want to collaborate with new upstreams rather than maintain a
Debian-specific fork...or rather than providing a competing fork.
