[Python-modules-team] Bug#999639: python-plac: python3-sqlsoup unmaintained upstream, planned to be removed, drop from build-deps

python-plac has a Build-Depends on python3-sqlsoup for the tests but
that has been unmaintained upstream for years and no longer works with
current versions of sqlalchemy, so the plan is to remove sqlsoup from
Debian by fixing all the reverse build dependencies. I've filed an
issue upstream about switching to sqlalchemy automap, which is the
recommended replacement for sqlsoup. Since sqlsoup is an optional test
dependency, Debian should drop the dep until this is fixed upstream.
