[Qa-debsources] [PATCH] Add test for index news, bug #783461

Any complains with me putting the create_news_file in testdata?

I can just use it in the test file if it makes more sense. Technically the
copyright andpatches have news kwargs, but they're not being used.
Should I test these too actually?

I'll go over the code tonight and fix it up anyways, maybe after I write
my delayed GSoc application.
