[Qa-jenkins-dev] Bug#879047: reproducible: please install rustc for the build-path-prefix-map-spec job

Dear Maintainer,

The build-path-prefix-map-spec job requires rustc for some of the test cases.
Previously this was disabled via a Makefile hack because jessie did not have
rustc, but stretch now does so please install it. Thanks!
