[Qa-jenkins-dev] Bug#888990: jenkins.debian.org: redirects for t.r-b.o/debian/$pkg don't work if packages is not in unstable

doesn't redirect to:
    https://tests.reproducible-builds.org/debian/rb-pkg/stretch/amd64/winswitch.html
as it should.

The package has been removed from unstable, and it's now available only
in stable (stretch).

I believe I see similar instances of inabilities of redirects in other
cases in the past, like for testing-only packages maybe?
