buster/FTBR give-back loop

Hi,

buster is no longer automatically rescheduled, and after the latest 
point release on 2022-03-26 there were no FTBR rescheduled.

On Aug 25 I've rescheduled 458 packages in buster for fixing FTBFS in 
the upcoming (final) buster point release.

The FTBR among these packages are in a give-back loop since then:

Corresponding error message:
