Bug#1130337: reproducible: failed builds and slow scheduling from early 2026-03.

Dear Maintainer,

As also mentioned in #debian-reproducible (2026-03-03 around 11:30am UTC),
there seems to have been a large number of build failures - seemingly
infrastructure failures, so not exactly FTBFS - for Debian packages displayed
on the tests.reproducible-builds.org/debian website since early March 2026.

Some potential clues:

  - On Feb 25th a maintenance job[1] took an unexpectedly long time to
    complete; more than four hours compared to a usual few minutes.

  - The index breakages[2] webpage charts display a large number of
    diffoscope failures; some in early Feb, and then another peak of these
    towards the end of Feb.

At the time of writing, builds are occurring again although at a low rate (a
few builds per day).
