Revert "pbuilder: use the apt dependency resolver"

satisfying dependnecies from experimental doesn't work with apt, and we
don't have a good way to use different resolvers across distributions.

This reverts commit cf6c85775ff9955035aeba616d6d1aacfeb5d2af.
