osuosl31: openqa-workers: set 3 & 4 as non-bigmem
This sets the second pair of workers to only accept smaller jobs, which
has been done to see how well the machine copes with increasing the
number of running workers from 3 to 4.
BTW I'm not sure how this was dealing with the fact that it was trying
to run 7 according to update_jdn.sh, but I've fixed that too.
