bin/chroot-run: Set DEBFULLNAME and DEBEMAIL for mk-build-deps

We are running mk-build-deps in the chroot context, where there's not
going to be any available information about the expected user or email
address to use, which means we end up with an invalid address such as
«<root@>», which is now rejected by the newer dpkg-dev checks.

Explicitly set synthetic values so that we get a proper address.
