OK, I'll upload

r-cran-rlang (0.4.3-1) unstable; urgency=medium

  * Versioned Test-Depends: r-cran-testthat (>= 2.3.0)
  * New upstream version
  * Standards-Version: 4.5.0 (routine-update)
  * Set upstream metadata fields: Bug-Submit, Repository.

BTW, I'd be really happy if you would simply commit such changes like
  Versioned Test-Depends: r-cran-testthat (>= 2.3.0)

I fail to see how this will finally help since the strange regression
of

   autopkgtest for r-cran-recipes/0.1.9+dfsg-2: amd64: Regression ♻ , arm64: Test in progress

for r-cran-testthat seems to remain. So r-cran-testthat will not
migrate and the specified versioned Depends will not be fullfilled.

Kind regards

        Andreas.
